Values, Agency & Learning Organizations

Organizations that bring out the best in people.

Levantto advises governments and large organizations on leadership, culture and values: building learning organizations animated by service, where people are empowered and work has meaning.

What we believe

An organization is a community of people learning to serve something larger than themselves.

The institutions that endure tend to be the ones in which people feel trusted, useful and growing. Our advisory work is devoted to building the conditions where that happens: shared purpose, honest consultation, leadership as service, and learning that never stops.

Capacity multiplies as people connect, consult and learn together. Move across the network to turn it, and rest on a statement to light the part of the network it describes.

  • People are the source of an organization's intelligence

What a community knows is spread across the people in it. An organization grows wiser as it creates the conditions for that knowledge to surface and combine.

  • Capacity grows when it is shared

Consultation, mentoring and honest reflection let insight move across levels, so that more people can act with confidence and initiative.

  • Service gives work its meaning

Profit sustains an organization. A sense of contribution to the people it serves and to the wider good is what animates it, and keeps talented people committed.

New technology, including AI, makes these questions more pressing. The answers have always come from people.

Three protagonists

Meaningful organizations are built by individuals, institutions and communities, together.

Each one carries equal weight, and each strengthens the others. Success is measured by what all three gain, with efficiency and growth in service of that larger purpose.

INDIVIDUALSINSTITUTIONSCOMMUNITIESMEANINGFUL ORGANIZATION
  • Individuals

    Potential, agency and fulfilment

Every person carries more capacity than most roles ask of them. Meaningful work calls it out, and gives people the confidence to take initiative, to think critically and to keep growing.

  • Institutions

    Integrity, learning and shared purpose

An institution is more than its structure. It learns, holds its values under pressure, and makes decisions that people at every level can understand and believe in.

  • Communities

    Wellbeing, fairness and opportunity

The people and places an organization serves are partners in its purpose. A healthy organization widens opportunity, with particular care for those who have had the least of it.

We begin every engagement by asking what each of the three stands to gain, and we return to the question as the work unfolds.

Practices we cultivate

Five practices that help organizations learn and serve.

These are the habits of a learning organization. Each can be developed deliberately, and together they create spaces where people are empowered and where work feels worthwhile.

  1. 01

    Consultation

Decisions reached by drawing on the insight of everyone affected, in a spirit of shared inquiry that puts the search for truth ahead of positions.

In practiceMeetings where the quietest voice is heard, and the best idea prevails over the loudest.

  2. 02

    Service leadership

Authority exercised as responsibility for the growth of others, with success measured by what the people and communities served become.

In practiceLeaders who ask what their people need in order to flourish, and act on the answer.

  3. 03

    Transformative leadership

Changing the conditions in which people work so that capacity is released, with a patient eye on long-term culture and not only near-term performance.

In practiceLeadership teams that redesign structures, incentives and habits to match their stated values.

  4. 04

    Learning in action

A steady rhythm of acting, reflecting and adjusting, so that experience becomes shared understanding across the institution.

In practiceTeams that review their work honestly and carry what they learn into the next decision.

  5. 05

    Empowerment and fulfilment

People with real agency, clear purpose and room to grow, who bring initiative and critical judgment to the work and find meaning in it.

In practiceColleagues who feel trusted to decide, free to question, and proud of what they contribute.

Values in practice

When technology arrives, values decide how it is used.

AI is the newest test of an organization's character. The OECD's five values-based principles give governments and institutions a shared language, and we help leaders translate each into daily practice, including the critical judgment people need to question what machines produce.

  1. Inclusive growth and well-being

Growth that serves people and the planet.

Progress is judged by who gains, with special attention to those with the least.

  2. Human rights and fairness

    Dignity, rights and privacy respected.

Fairness is tested with the people affected, before launch and after.

  3. Transparency and explainability

People understand what shapes decisions about them.

Colleagues and citizens can ask why, and receive an answer they can use.

  4. Robustness, security and safety

Systems and practices that people can rely on.

Teams prepare for failure and misuse before they meet it.

  5. Accountability

    Responsibility rests with identifiable people.

A named leader owns each consequential outcome, with authority to act on it.

These frameworks set direction. Their effect depends on people who are empowered to apply them with judgment, which is where our work concentrates.
